Regulatory framework in place for developing nuclear industry in Belarus

The regulatory framework for developing the nuclear industry has been created in Belarus. The framework will continue being improved. Belarusian Energy Minister Denis Moroz mentioned it during an offsite session of the Industry, Energy, Transport, Communications, and Digital Development Commission of the House of Representatives of the National Assembly of Belarus held at premises of the Belarusian nuclear power plant on 14 August to discuss the practice of application of legislation on atomic energy uses, BelTA has learned.

The main aspects of development of the legislative framework and the regulatory framework in the sphere of the nuclear energy industry, nuclear and radiation safety were discussed during the session. It was noted that the national legislation provides a reliable foundation for efficient and safe development of the nuclear industry. The best international experience was utilized in the course of developing the legislation and recommendations of the International Atomic Energy Agency (IAEA) were taken into account.

The minister stressed that thanks to decisions made at the level of the head of state the country has built and has commissioned a modern and reliable nuclear power plant that satisfies about 40% of the domestic demand for electricity. The power grid also develops efficiently.

The Belarusian nuclear power plant meets the highest safety standards. IAEA missions have confirmed it many times. IAEA Director General Rafael Mariano Grossi personally made sure of it when he visited the nuclear power plant in 2024.

The work on further development and perfection of the legal base continues. “We are now at a stage of detailed discussion and development of the feasibility study for building a nuclear power plant or the third unit of the existing one. Multiple questions concerning the regulatory framework are bound to emerge. This is why our active interaction with members of the parliament will contribute to rather fast development of the entire necessary legal base in order to ensure the growth of economic wellbeing of the country by means of a more efficient energy industry, including by means of using nuclear energy,” Denis Moroz said.

The Belarusian nuclear power plant with two VVER-1200 reactors with the total output capacity of 2,400MW has been built according to the Russian design AES-2006. It is an evolutionary nuclear power plant design with third-generation water-moderated reactors with enhanced safety. They boast improved technical and economic parameters. A unique combination of active and passive safeguards is their key peculiarity.
