“Before proceeding to the agenda, I would like to note that we have ended the second session with strong results. Out of the 67 bills considered, 64 passed the second reading, were adopted and signed by the president of the Republic of Belarus, and are now in effect. Three bills had the first reading and are being actively refined for the second reading. The key factor behind this productivity has been the systemic and efficient effort of handling the legislative proposals. Preparations for the third session should follow the same approach,” Igor Sergeyenko said. 

He noted that the House of Representatives has currently received 13 bills. 12 have already been included in the provisional agenda of the third session.

"The Standing Commission on Economic Policy must give the highest priority to finalizing amendments to the bill 'On State Registration and Liquidation (Termination of Activities) of Business Entities’ that will be up for the second reading. This is an entirely new bill, and the proposed innovations are designed to streamline business operations for the benefit of the nation and its citizens. We must pay particular attention to the legislation concerning administrative and criminal liability- the Standing Commission on Legislation currently has two such bills under review. On one hand, we must continue liberalizing liability frameworks; on the other, we should avoid excessive leniency in penalties,” the Speaker emphasized.

An important focus of MPs’ work is active participation in drafting legislation prior to its submission to the House of Representatives. As practice has shown, this approach improves the quality of bills, prevents repeated amendments to the same legislation, and shortens deliberation time in the House. A prime example of this approach is the Standing Commission on Agrarian Policy's collaborative work with the State Property Committee to refine the bill 'On Amendments to Legislation Regulating Land Relations.' This is a crucial piece of legislation eagerly anticipated by our constituents,” Igor Sergeyenko emphasized.

"Special attention must be given to participation in developing the 2026 budget package. This work is already underway, and MPs should engage in it most actively," the Speaker added. “Currently under review is a bill of the President of the Republic of Belarus 'On the 2026 Legislative Agenda,' which includes the development of a concept for one of the bills proposed by the Standing Commission on Healthcare, Physical Education, Family and Youth Policy. Once the decree is issued, the relevant standing commission must ensure both the high-quality preparation of the concept of the bill and its subsequent substantive development.”
